PEPFAR's programs are implemented through implementing partners who apply for funding based on PEPFAR's published Requests for Applications.
Since 2010, PEPFAR COPs have grouped implementing partners according to an organizational type. We have retroactively applied these classifications to earlier years in the database as well.
Also called "Strategic Areas", these are general areas of HIV programming. Each program area has several corresponding budget codes.

Cross-cutting attributions are areas of PEPFAR programming that contribute across several program areas. They contain limited indicative information related to aspects such as human resources, health infrastructure, or key populations programming. However, they represent only a small proportion of the total funds that PEPFAR allocates through the COP process. Additionally, they have changed significantly over the years. PEPFAR sets targets using the Monitoring, Evaluation, and Reporting (MER) System - documentation for which can be found on PEPFAR's website at https://www.pepfar.gov/reports/guidance/. As with most data on this website, the targets here have been extracted from the COP documents. Targets are for the fiscal year following each COP year, such that selecting 2016 will access targets for FY2017. IMPACT: This investment is designed to directly scale up HIV treatment, PMTCT and MMC services in Malawi, by ensuring high quality and high coverage services for the one necessary common entry point: HIV testing and counseling. Malawi AIDS Counseling and Resource Organization (MACRO) is a local, non-profit organization, which provides HIV Counseling and Testing, Antiretroviral Therapy (ART), STI treatment, and HIV prevention services (distribution of condoms and Information Education and Communication (IEC) materials through Static sites, Outreach Sites, and Mobile Services. MACROs target population includes men and women in the reproductive age group of 15 and 49.MACRO counselors conduct community mobilization through HIV Post Test Clubs members in the hard to reach areas of the country with the goal to fill this gap in post-test services by providing risk-reduction counseling, education, support, and treatment to people who have gone through VCT. MACRO will increase utilization of VCT and other HIV-related support services through expansion and integration through three strategic goals: 1. Increase availability of VCT and other HIV-related support services; 2. Improve quality of VCT and other HIV-related support services; 3. Increase demand for VCT and other HIV-related support services.MACRO services also benefits other indirect beneficiaries who include infants and children whose mothers have gone through VCT centers and received prevention information in the counseling. MACRO will provide technical support (community mobilization and sensitization for VMMC, training, supply of test kits and quality assurance monitoring) to CBOs for capacity building in service delivery.

MACRO plans to increase demand for HIV Voluntary Counselling and Testing (VCT) and Voluntary Medical Male Circumcision (VMMC) and other HIV-related support services. MACRO will work in collaboration with other partners leading to the accomplishment of specific goals when they work together supporting the country strategy for HIV Prevention in an effort to rapidly scale up comprehensive VMMC services by focusing on community mobilization and sensitization to increase demand for VTC and expand support for Voluntary Medical Male Circumcision (VMMC). This mechanism is critical in directly contributing to the scale up of high quality VMMC services in Malawi.
MACRO will expand service delivery outreach testing sites on top of the existing 368 sites, and provide anonymous HIV Testing and Counseling to about 200,000 clients with 10% of them being couples in FY12. The services will be provided through static outreach, door to door and moonlight models using mobile vans, motorcycles and vehicles throughout the country. Door to door HTC will be provided by community based counselors with support from collaborative Community Based Organizations (CBOs) and supervised by MACRO branches.
MACRO works closely works with CBOs, and other Non Governmental Organization (NGOs) for program complentarity. Through district assemblies MACRO will identify CBOs that are running projects and programs that are pro door to door VCT and with their support implement the same. MACRO will provide technical support (training, supply of test kits and quality assurance monitoring) to these CBOs for capacity building in service delivery.Additionally, MACRO will continue to develop and distribute training programs to stakeholders at its designated training center in Blantyre in Peer Education for HIV and AIDs workplace program, Counseling and Testing Training; Refresher Courses for Trainers to upgrade their skills in Training targeting 200 trainees in FY12. The courses will be advertise in local media and also provided upon request from stakeholders. This CDC support will provide administrative costs for office space.
In this final year of implementation MACRO has plans to strengthen relationship with MOH and links with district health offices to provide operational support to reduce costs. This will be done through participatory approaches in program planning, implementing and evaluating to empower grassroots organizations to own and integrate VCT interventions into their processes. This strategy will reduce costs on MACRO and increase access to VCT services thereby reducing clients costs in demanding services. In the long run, this will lead to decreasing external technical support.
