LIFT II will support the development of Economic Strengthening/Livelihoods/Food Security (ES/L/FS) best practices at the national level with MOH and MOSD as well as the adaptation of tools, guidance and use by BLC, NACS (nutrition assessment, counseling and support) partners, and local IPs to strengthen and systematize clinic-to-community linkages. With additional Mission funding LIFT II could ensure the expansion of its activities to two NACS districts in Mohale's Hoek and Thabe Tseka. LIFT II’s approach and tools are systemic, easy to use by local IPs, and are based on national data for efficient expansion, scale up and sustainability. LIFT II works very closely with local IPs, government and Ministries to ensure a strong value proposition for scale up and sustainability. In order to maximize value-for-money, LIFT II will support the integration of referral indicators as well as household food security measures into government data systems for NACS to support decision making. LIFT II support would provide strategic technical assistance and training to IPs working in NACS districts to upgrade their capacity and deliver high quality, relevant ES/L/FS services that would be integrated into NACS ensuring adherence and retention in care.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
