In fiscal years (FY) 2014 and 2015 FANTA will provide technical assistance (TA) to the Lesotho Ministry of Health (MOH) to strengthen nutrition services for HIV-positive pregnant and lactating women and their children, up to 12 months of age. This TA will be provided in coordination with other USAID partners supporting the six-country Partnership for HIV-free Survival (PHFS), which aims to reduce the rate of mother-to-child transmission of HIV (MTCT) to less than 5%, while increasing the survival rate of HIV-exposed infants. As the primary nutrition partner in the PHFS, FANTA will strengthen the capacity of the MOH and district health offices to plan, oversee, and strengthen the quality of nutrition assessment, counseling, and support (NACS) provided to HIV-positive women and their infants.

In FY 2014, the focus will be on tool development and local capacity building. In FY2015, the emphasis will be on scaling up high quality NACS services to additional facilities, communities and districts, using best practices learned in 2014.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
