The CDC Foundation provides technical assistance (TA) and mobile technology solutions (mHealth) to the GoK’s Ministry of Health (MoH) by working with implementing partners and technology partners via public private partnerships (PPP) aiming at more efficient health information systems (HIS) with wide access. mHealth activities enable timely and secure transfer and access of programmatic, logistical, surveillance and other health related data so as to improve health services and health outcomes.

In line with the country’s Health Information Systems (HIS) and eHealth strategy and with the HIS Division of the MoH, the objectives of the CDC Foundation activities has included support to develop mHealth solutions for health care worker PEP adherence, blood donor services, early infant diagnosis, and key populations to meet the national health goals. These systems have been developed and the government line agency capacities have been built to sustain the system in readiness for evaluation.

The IM will only focus on monitoring and evaluating the impact and health outcomes of the mHealth innovations conducted during the project period and the PPP framework.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
