RCEA is a local organization implementing OVC activities in Uasin Gishu, Trans Nzoia, West Pokot, Turkana and Elgeyo Marakwet Counties. The project is expected to reach a total of 4,000 households and 16,000 OVC by the end of the project. In this COP, the target is to reach 3,200 OVC. The project works with Local Implementing Partners (LIPs) as well as relevant GoK ministries, including Ministries of Labor, Social Security and Services, Health, Education, Agriculture, Livestock and Fisheries. The project uses a sustainable and family centered approach to meet the basic needs to OVCs regardless of faith. The main focus is on targeted Household Economic Strengthening and food security through vulnerability assessments and integrating HES activities with parenting and income promotion. Complementary activities strengthen child protection structures in targeted communities that improve psychosocial care and the established structures address emerging child protection issues for both in and out of school children. Efforts to address gender inequalities and gender based violence are integrated into the project. Out of school OVC are supported in vocational training using an apprenticeship approach to ensure they become self-reliant and able to supplement the household income. The project is using the standard tools for OVC data collection and the OVC Longitudinal Management Information System (OLMIS). The project is ensuring that they implement within the GoK OVC Minimum Service Standards which reinforces the need for OVC projects to ensure access for OVC to essential services and emphasizes the following core areas: education, health and nutrition, PSS, social protection, child protection and HES support to households taking care of OVC and capacity and system strengthening.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
