This mechanism will provide optimal and age appropriate combination prevention and care services to prisoners including HIV Testing and Counseling (HTC), linkage to care and treatment, positive health dignity prevention (PHDP), Antiretroviral Therapy (ARV) drugs based prevention for discordant couples and other populations as per the Kenyan guidelines, Prevention of Mother to child Transmission (PMTCT), Voluntary Medical Male Circumcision (VMMC) and evidence informed behavioral interventions (EBI). REDACTED Services will reach the prisoners, including the juveniles, staff and their families, and the surrounding communities. The services will cover the prison communities nationally in Kenya. This mechanism will specifically provide optimal HIV-age-appropriate prevention services in more than 80% of Kenya Prisons Services staff and their families by 2019. The mechanism will also provide technical assistance and capacity building to allow transition to Kenya Prisons Services institutions through incremental transitioning of tasks and funding to full transition by 2018. The mechanism will use national, MOH monitoring and reporting tools.
