Impact Research and Development Organization (IRDO) is a Kenyan non-governmental organization based in Kisumu, Nyanza Province mandated to design, implement and evaluate public health programs and research. The goal of this mechanism is to reach out to the target populations with a package of evidence-based HIV prevention interventions. The project’s goals are aligned with the global HIV initiative (GHI) principles and include support for county-led plans, collaboration and synergy with government and other partners. IRDO implements services in Kisumu, Siaya, Migori and Homabay Counties. The target populations include parents and primary caregivers of adolescents aged 9-12 years, adolescents aged 10-14, and young women 15-24 years of age, key populations (KPs) [sex workers (SWs), men who have sex with men (MSM) and fisher-folk] and sexually exploited children.

Strategies for cost-efficiency include: regular business system analysis, expenditure analysis and adopting demand creation strategies that are cost efficient. Other programmatic cost-efficient strategies will be given priority.

IRDO is supporting MOH facilities and building the capacity of local staff and organizations in preparation for program transition at the expiry of the implementing agreement period.

In support of one monitoring and evaluation (M&E) system, the program uses the national tools and systems and has aligned its reporting requirements to the national requirements. Collected data will be linked to the district health information system (DHIS) to allow for efficient reporting both to PEPFAR and national AIDS/STI control program (NASCOP).

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
