Nyanza Reproductive Health Society (NRHS) will jointly work with Ministry of Health (MoH) to offer Voluntary Medical Male Circumcision (VMMC) to men aged 10-29 years in Rachuonyo North and South sub-Counties of Homa Bay County, selected large facilities in Kisumu town and Nyakach in Kisumu County, western Kenya. .

NRHS’s goal is to achieve high coverage of safe VMMC integrated with comprehensive HIV prevention, care and treatment services and to achieve the capacity for sustained VMMC services, with four specific objectives: (i) To support the Government of Kenya in strengthening the capacity of systems and services for VMMC implementation; (ii) To implement and scale up high quality, safe VMMC; (iii) To ensure VMMC services are integrated with comprehensive HIV prevention, care and treatment services, and (iv) To create and sustain informed demand for VMMC through community sensitization, strategic partnerships and comprehensive referral systems. By carrying out device-based male circumcision and task-shifting of VMMC surgical roles to nurses and clinical officers, NRHS will improve uptake and efficiency of the VMMC services.

NRHS will commence transitioning of services to MoH during the year. This will entail training of personnel, refresher training on VMMC quality assurance/improvement for key MoH personnel and equipping of facilities. In mid-year 5, NRHS will work with CDC and MoH to transition its service delivery staffs to MoH. NRHS has commenced the transition of mobilization activities to MoH structures and is expected to be completed by mid-year 5.

Program monitoring and evaluation (M&E) will track the activity implementation process. NRHS has a dedicated M&E and quality assurance team who will visit the VMMC team to monitor progress of their activitie

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
