Supply chain management strengthening activities (initiated in the last two years) will be expanded to other provinces and districts in the country. JSI DELIVER, working closely with the HIV/AIDS Sub-directorate in the MOH, has developed a set of activities involving (a) an initial assessment of ARV logistics management capacity in selected provinces and districts, which will feed into (b) further development of a detailed work plan for strengthening province- and district-level ARV recording, reporting and inventory control, as well as ARV forecasting and procurement management.

A major objective of the detailed work plan will be to support further decentralization of ARV availability and proper supply chain management to the health center level. A key component of this activity will be to fully incorporate ARVs into province- and district-level MOH drug procurement and supply chain systems. Presently, most ARVs are managed through hospitals, but decentralization of ARV provision to primary health centers must involve the MOH supply chain systems in order to ensure uniform forecasting, procurement and supply management inputs.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
