The Department of AIDS Control (DAC) has requested technical assistance carrying out national level reviews and policy revisions on prevention, care, and treatment programs. The aim of this project is to support the goals of the Fourth Phase of the National AIDS Control Program (NACP-IV) to reverse the HIV epidemic by enhancing the scale and quality of selected national HIV/AIDS programs. In consultation with DAC, PEPFAR/India is developing plans for programmatic reviews to be carried out over the next two years. Programs to be reviewed include: the 1) Targeted Intervention (TI) Program, 2) STI Program, and 3) Condom Social Marketing Program. This project will support strategies to maximize resources by addressing gaps identified during the program reviews and scaling up high impact practices. These priorities are consistent with PEPFAR India Strategy Goal Four - Health Systems Strengthening - and the PEPFAR Blueprint Road Maps for Saving Lives, Smart Investments, and Driving Results for Science. The project will carry out a process evaluation of the national level technical support program at the end of two years.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
