PEPFAR's annual planning process is done either at the country (COP) or regional level (ROP).
PEPFAR's programs are implemented through implementing partners who apply for funding based on PEPFAR's published Requests for Applications.
Since 2010, PEPFAR COPs have grouped implementing partners according to an organizational type. We have retroactively applied these classifications to earlier years in the database as well.
Also called "Strategic Areas", these are general areas of HIV programming. Each program area has several corresponding budget codes.

Expenditure Program Areas track general areas of PEPFAR expenditure.
Expenditure Sub-Program Areas track more specific PEPFAR expenditures.
Object classes provide highly specific ways that implementing partners are spending PEPFAR funds on programming.
Cross-cutting attributions are areas of PEPFAR programming that contribute across several program areas. They contain limited indicative information related to aspects such as human resources, health infrastructure, or key populations programming. However, they represent only a small proportion of the total funds that PEPFAR allocates through the COP process. Additionally, they have changed significantly over the years. Beneficiary Expenditure data identify how PEPFAR programming is targeted at reaching different populations.
Sub-Beneficiary Expenditure data highlight more specific populations targeted for HIV prevention and treatment interventions.
PEPFAR sets targets using the Monitoring, Evaluation, and Reporting (MER) System - documentation for which can be found on PEPFAR's website at https://www.pepfar.gov/reports/guidance/. As with most data on this website, the targets here have been extracted from the COP documents. Targets are for the fiscal year following each COP year, such that selecting 2016 will access targets for FY2017. This feature is currently experimental and should be used for exploratory purposes only at present.

This mechanism provides technical assistance to the National AIDS Control Program (NACP) in strategic information (SI) related policy and decision making, including planning, implementation and performance assessment. WHO aims to facilitate successful implementation of NACP Phase IV SI-related priorities. Objectives include 1) Strengthening national and sub-national SI capacity including sentinel surveillance, integrated bio-behavioral surveillance, estimations and projections, district-level profiling, district re-categorization frameworks, and data management, analysis, dissemination and M&E; 2) Strengthening national capacity in improved routine monitoring of ART and PMTCT program outcomes, early warning indicators, pharmacovigilance of ARVs and cohort analysis, and 3) Strengthening operational research capacity, program implementation and service delivery quality through use of SI for integration of HIV/AIDS services within general health services. The objectives support Goal #2 (Data for Decision-making) and Goal #4 (Health System Strengthening) of the PEPFAR India strategy. USG funding will support information management and evidence-based policy making in close collaboration with NACP, CDC-India and its technical partners. This mechanism is expected to continue through 2018 in support of rigorous SI methodologies (e.g. HIV case reporting and tracking, data analysis and research, modelling and high risk group surveillance). Joint monitoring and supportive supervision visits are also planned to ensure quality of SI activities. Progress will be monitored through on-going reporting of relevant activities conducted by the national program. WHO will continue to build the institutional capacity of the Department of AIDS Control to eventually take on this technical role.
Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
