This mechanism is an umbrella agreement managed at CDC Atlanta with onsite support from the local CDC Guyana office. The goal of this cooperative agreement in FY14/15 is to ensure that Guyana has the capacity to conduct high quality diagnosis for TB and drug sensitivity testing, sexually transmitted infections (STI) and other opportunistic infections (OI). ASM’s focus will be mainly at the national level. To this end, in FY14 ASM will conduct site visits at the National Public Health Reference Laboratory (NPHRL) to review and refine the operations within the newly upgraded biosafety level 3 TB suite and provide training to TB staff at the NPHRL. This training will ensure full compliance with international biosafety and biosecurity standards. Additionally, ASM will train TB staff on the new Gene Xpert platform procured by Global Fund. This training will result in the implementation and roll out of the Gene Xpert technology. Gene Xpert will reduce the turnaround time for TB diagnosis and provide clinicians with information relating to drug sensitivity using rifampicin as a surrogate for drug resistance. Additionally, ASM will assist NPHRL with piloting and roll out of the STI rapid test algorithm.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
