This is a continuing mechanism but no COP 14 funds will be applied. Preparation for the survey is ongoing and in line with the schedule outlined in the National MARP Strategic Plan 2011-2015 and MARP Operational Plan Framework 2011-2013 and the Key Population national evaluation plan, facilitated by MEASURE Evaluation and with funds from the U.S. Agency for International Development (USAID). The Survey will focus on Men who Have Sex with men and will be the second round of the Ghana Men;s Study - An Integrated Bio Behaviour Surveillance Survey to

1. To measure the prevalence of HIV, syphilis, hepatitis B, and herpes simplex virus type 2 and their associated risk behaviors among MSM in Ghana

2. To assess use of and access to health and social welfare programs among MSM and identify means to increase their coverage and uptake in Ghana

3. To estimate the population size and distribution of MSM in Ghana

4. To enhance local capacity to conduct IBBSS, mapping, and size estimation among MSM in Ghana

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
