In COP 2014, Columbia University (CU-ICAP) will continue to be the lead PEPFAR external partner for technical assistance (TA) to improve clinical capacity of local, regional, and federal entities in Ethiopia who are responsible for the delivery of comprehensive HIV/AIDS clinical care and treatment services to decrease new HIV infections, provide ART services, provide care and support to people living with HIV, and train new health workers. The CU-ICAP program, which supports the goals of the GOE's National Plans, is a core PEPFAR activity that directly contributes to saving lives and preventing new infections.

CU-ICAP will continue to work in three core activity areas to:

1)Provide above site level TA to the Federal Ministry of Health (FMOH) and Regional Health Bureaus (RHBs) of Amahara, Tigray, SNNP, Oromia, Dire Dawa, Harar and Addis Ababa to enable them to support health facilities to deliver comprehensive facility-based HIV care and treatment services.

2)Provide direct site level support of comprehensive HIV clinical care and treatment services in the emerging regions of Benishangul Gumuz, Gambella, Somali and Afar.

3)Support 6 local universities (Haramaya, Jimma, Mekele, Hawassa, Gondar, Addis Ababa) to enable them to deliver pre-service medical education and in-service unit development.

CU-ICAP will work in coordination with RHBs, local universities, and federal level agencies such as the Federal Ministry of Health (FMOH), the Federal HIV/AIDS Prevention and Control Office (FHAPCO), and the Ethiopian Health and Nutrition Research Institute (EHNRI) to systematically transition activities that support comprehensive HIV clinical care and treatment services to RHBs, and medical education to local universities.
