The primary goal of this program is to complete the transitioning to MOWCYA the full operations and management responsibility for the data management system on the status of highly vulnerable children. The outputs from this cooperative agreement include improved knowledge management capacity of GoE and data to inform policy and program strategies. These outputs align with PF by providing information on the status of provision of quality OVC services. The national level a data management system consolidates data on key indicators related to of child wellbeing. Direct USAID funding to MOWCYA will replace support provided by UNICEF and supports the transition strategy for this cooperative agreement. With regards to geographic focus, this is primarily a federal-level initiative focusing on strengthening the policy framework and GoE institutional capacity.This mechanism has an applied pipeline of $ 100,000 amount under this budget code to meet the total spend of $100,000.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
