This is a continuing mechanism. Haramaya University (HU), in eastern Ethiopia, is one of the local university GOE partners. Urban HIV prevalence in Harari region is 4.1%. HU is among the major local universities in Ethiopia that are contributing to the scale-up of skilled human resources for health in Ethiopia. Through its cooperative agreement with HHS/CDC, HU has been strengthening its HIV/AIDS services to the university and surrounding community. HU is working to build its capacity and engage in programmatic activities such as pre-service and in-service trainings, as well as high yield HIV counseling and testing activities.

In COP 2014, CU-ICAP support to the site-level will phase out and HU will take-over the technical support for specific HIV/AIDS program activities (HIV treatment, HCT, STI, pre-service training) to Hiwot Fana Hospital, which is HU’s own teaching hospital. HU will strengthen institutional capacity and increase its collaboration with the Regional Health Bureau, supporting it by providing in-service training, and direct technical assistance as appropriate. HU will also work to strengthen pre-service training. HU will conduct monitoring and evaluation activities, including site visits, organizing joint meetings, issuing reports to document best practices and analyze performance. The activities implemented through this cooperative agreement are aligned with the goals of the GOE and the USG HIV/AIDS Partnership Framework, and the Global Health Initiative.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
