Addis Ababa HIV/AIDS Prevention and Control Office (AAHAPCO), is a governmental prime partner charged with coordination of HIV response in Addis Ababa City Administration, and reporting directly to the Mayor of Addis Ababa rather than the Regional Health Bureau. As a CDC-partner since 2001, AAHAPCO has played a pioneering role in HIV testing together with OSSA, including 2 of the first free-standing VCT testing sites and an integrated model testing site at Zewditu Memorial Hospital where they are currently developing VCT services for deaf and disabled clients. In COP14, free-standing VCT sites have been moved to OSSA. The Zewditu site is expected to shift to AA City Administration Health Bureau (AACAHB) which is in charge of the hospital, but is not yet ready to assume responsibility for either VCT coordination or specialized VCT services for disabled clients. CDC has agreed to encourage AACAHB to adopt these services as soon as possible, but one-year funding in COP 2014 is requested to avoid interruption of services.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
