The Ethiopia HIV/AIDS Counselors Association (EHACA) is a local non-governmental, professional association established by HIV Counseling and Testing (HCT) providers and trainers. EHACA provides technical assistance (TA) to maintain quality standards. EHACA’s objectives are to:

1) Provide TA to the FMOH and 8 RHBs on strengthening quality couples HCT.

2) Establish quality couples counseling and a testing implementation strategy; to define optimal times to provide couples HCT service.

3) Strengthen M&E system for couples counseling and testing and conduct supportive supervision and training on couples HCT to the regions, while advocating for expansion of the Health Management Information System (HMIS) and MER, which currently do not capture this outcome.

After development of the Couples HCT Implementation Strategy and Standard Operating Procedures, EHACA will provide TA through site supervision and training. EHACA has 9 established regional associations, and has demonstrated leadership and advocacy for the interests of HIV counselors and their clients. EHACA follows GOE guidance for targeted HCT as couples HCT is a priority area. It supports the goals of the National Guidance on Targeted Prevention and aligns with the Partnership Framework and GHI principles. These are core PEPFAR activities that directly contribute to saving lives and preventing new infections.

EHACA has a comprehensive M&E system in place and routinely reports performance. They support counseling services at public facilities at a national level through training and guidelines. They do not provide routine site-level service or set individual targets (hence no unit expenditure data). They had annual budget of $300k in COP 2012 & 13 and no expected pipeline.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
