The Network of Networks of Ethiopians living with HIV/AIDS (NEP+) is an umbrella association of networks/associations of PLHIV. NEP+ is receiving direct PEPFAR funds to implement the ART case management program activities in Ethiopia. NEP+’s goal is to help strengthen the “Greater Involvement of People Living with HIV/AIDS (GIPA)” in the national HIV program activities. The objectives of NEP+ include the following:

1) Improve involvement of PLHIV in ART program activities. NEP+ supports ART service provision through standardized case management at care and treatment sites.

2) Facilitate linkages between available care and support community and clinical services for HIV care and treatment.

3) Improve retention of patients in HIV care and treatment services, optimizing patients’ adherence to ART, and fight stigma and discrimination.

4) Train and deploy adherence supporters and case managers at the high patient load ART providing sites, and support the implementation of the case management program according to the standard national case management guideline.

5) Support national level case management in policy, training, and development of guidelines, curriculum/manuals, M&E tools, and coordination. Work to standardize the national case management program including the training and deployment of staff, program implementation, and M&E methods.

NEP+ has expanded its activities into all eleven regions of Ethiopia. The entire case management program activities throughout the country have been successfully transitioned to NEP+. NEP+ supports the goals of the GOE's HIV/AIDS National Strategic Plan II (SPM II) and the Health Sector Development Plan IV (HSDP IV), and aligns with the goals of the GOE and USG HIV/AIDS Partnership Framework and Global Health Initiative.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
