This activity has been receiving direct PEPFAR funding via a State/AF mechanism and aims 1) to represent the public face of the USG PEPFAR Ethiopia program by increasing and diversifying existing public diplomacy activities to raise PEPFAR’s visibility 2) to build capacity of community based organizations to provide direct and immediate response to community need.

From COP 2012 and onwards, the PEPFAR Ethiopia public diplomacy efforts will continue to focus on “One USG” message emphasizing the generous support of the American People to the people of Ethiopia and the strong partnership between the USG and the GOE in its joint efforts to create an AIDS-free generation. Specific messaging focuses on (1) successes achieved with evidence-based HIV interventions (2) smart investments where every US dollar is put into interventions that will have the maximum impact in terms of human lives saved and reductions in HIV infection and successful programs that leverage non-USG resources and innovations to promote efficiency; (3) achievements in transitioning to local partners and country ownership and (4) shared responsibility.

The Small Grant program, which has been implemented since 2007, currently receiving fund under this mechanism will continue providing financial support that enables community and faith-based organizations and groups of People Living with HIV (PLWH) to implement HIV/AIDS prevention and care and support activities that are aligned with the programming and priorities detailed in PEPFAR Ethiopia’s COP14. The location and type of projects will depend on the approved proposals by the Technical Working Group. However, vulnerable groups, hot spot areas and geographically underserved parts of the country will be given priority.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
