The goal of this IM is to support scale-up of pediatric HIV care and treatment and phased-in Option B+ implementation through technical assistance (TA) focusing on process and quality assessment and planning. Results will contribute to increased PMTCT and pediatric HIV coverage and improved service quality in PEPFAR-supported sites in Cameroon.

The IM will focus on identifying pediatric treatment and care issues and propose recommendations for improvements. The project will provide TA for implementation of the Government of Cameroon’s plan to implement Option B+. The target populations will be Ministry of Health staff and health care managers and workers providing services for women of childbearing ages, their children and partners, and people living with HIV/AIDS accessing care and treatment.

The IM will focus on TA activities to strengthen local capacity in strategic and operational planning of pediatric and PMTCT/ART services as well as implementation of quality HIV services.

TA will aim at transferring skills to ensure a gradual transition to the partner government. A list of key deliverables will be established to monitor and evaluate the project’s success. Illustrative deliverables include documentation of pediatric treatment and care challenges, recommendations for improvement of pediatric care and treatment activities, and development or updating of pediatric treatment and care manuals, guidelines, and curricula.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.

This mechanism has no published performance targets or indicators.
