This TBD mechanism, expected to be awarded in April 2014, is for a community HIV prevention and care program that aims to improve access to the continuum of health response services for key populations. This is consistent with the National Strategic Plan to target populations with high HIV prevalence rates.

Building on previous work under an award with Care International , the project will target female sex workers (FSWs), men who have sex with men, people living with HIV/AIDS, long-distance truck drivers, and other vulnerable populations.

Geographic coverage will be five regions of Cameroon (containing the cities of Yaounde, Douala, Kribi, Bamenda, and Bafousam), and possibly moving into two other regions (with cities of Buea, Limbe, and N'gourdere).

With COP 2014 funding, the intent is to link closely with PMTCT services, especially for FSW, and to ensure a coordinated USG response.

A transition strategy will be developed with the awardee and will include extensive capacity building and other support for local community-based organizations.

Baseline will be followed by mid-term and end-of-project evaluations.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
