PEPFAR support under this mechanism is intended to enable the WHO to:

- Advocate and support the establishment of a functional National Public Health Laboratory

- In collaboration with PEPFAR and other partners, support the development of the National Laboratory Strategic Plan and Policy and provide advocacy for its implementation across the tiered health system

- Advocate and support the creation of a Laboratory Technical Working Group (LTWG) and a Blood Safety Technical Working Group (BSTWG)

- Provide technical assistance for the establishment of national laboratory networks, the SLIPTA process, and quality assurance systems for HIV, TB and blood safety testing services

- Advocate for developing a functional National Blood Transfusion Program and its regional branches

This mechanism is in direct support of the Government of Cameroon’s National Strategic Plan for HIV/AIDS objectives for HIV prevention, service provision and quality, and accreditation. It supports the PEPFAR Quality Strategy (PQS) to institutionalize improvement practices that will lead to sustained reductions in morbidity, mortality and transmission of HIV and other diseases.

It coverage is national, and its target is primarily administrative staff at the central level. Its main activities are advocacy with Ministry of Health staff and capacity building at the policy level.

The IP will conduct monthly activity meetings with PEPFAR and produce reports to track progress during implementation.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
