This mechanism's goals are to increase HIV-free survival and reduce HIV-related mortality through high-quality PMTCT, care, and treatment services in the Northwest and Southwest regions of Cameroon.

Frequent training gives health care staff the skills to produce consistent high-quality results. CBCHB increases the demand for ANC and PMTCT services by improving community education and referral systems and reducing financial barriers to service access. The project works to strengthen service delivery and access through service expansion, quality improvement, and better monitoring and evaluation (M&E) mechanisms.

To improve cost-efficiency, CBCHB promotes joint planning, implementation, and M&E among integrated services. The project promotes intra-facility linkages, community linkages, and integration of PMTCT into mother/ child health and ART services. Collaboration with the Ministry of Health (MoH) and key PMTCT partners helps build capacity and maximize the use of resources. CBCHB has very limited pipeline and required pre-COP 2014 funding.

To promote transition, the project conducts training-of-trainer courses for competent staff to establish a core of trainers in each region who will continue to train and mentor service providers as part of their regular jobs. MOH staff are trained and mentored in supply chain management. CBCHB advocates for the MoH to assume full responsibility for commodities, equipment, and supervision, so that only technical assistance will be needed in the future.

Working at all levels of the health system, CBCHB will implement a rigorous, coordinated M&E system that allows for real-time decision making and ensures harmonization, data flow, data feedback, data quality, and project assessment.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
