The goals of PEPFAR support for Peace Corps volunteers (PCVs) are to reduce the number of new HIV infections and improve the quality of life of people infected or affected by HIV. The objectives are to 1) strengthen human, technical, and institutional capacity to effectively develop, implement, and sustain comprehensive HIV prevention initiatives/projects targeting adults, youth, pregnant women, and young girls; 2) increase community-based support to OVC by empowering caregivers and families; and 3) enhance the ability of PLWHA (youth and adults) to take responsibility for their health through psychosocial support.

PCVs will work in eight of the 10 regions of Cameroon (Northwest, West, Southwest, North, Adamaoua, East, Littoral, and Center), linking with other USG activities wherever possible. Target populations are in-school and out-of-school youth, with emphasis on girls, as well as women of childbearing age, PLWHA, and caregivers of OVC.

PCVs live and work in their communities for a period of 24 months. At least two generations of volunteers (i.e. four years of PC support) will be ensured in each host community/organization/institution so that appropriate support is provided to enhance a more sustainable and realistic transition over time.

A grants and M&E specialist will be hired in April who will support the adaptation of MER tools, training of volunteers and counterparts on data collection, review of volunteer quarterly reports, and checking for quality as well as supporting volunteers in the grant proposal-writing process.

Coupling a significant pipeline with modest new COP 2014 funding, Peace Corps Cameroon plans to ramp up its PEPFAR program in 2014-15, with increased numbers of PCVs and higher spending rates.
