Goals and objectives: The HIPA Project will build capacity in the MOH and with local health authorities and elected leaders in data quality assurance, the use of data for policy-making and advocacy, and the evidence-based design of health interventions. Efforts will include integrating various information systems, including that of the National HIV/AIDS Program, into the existing web-based HMIS and applying the data generated by the HMIS to improve performance of the overall health system. The project will also support the development of a UIS, working in conjunction with the TBD/Evaluation Project and the SI Central Initiative activity, for MARPS and PLHIV.

Geographic coverage and target populations: The project will target major referral hospitals, HIV service providers, and elected officials in provinces with high HIV prevalence. Target groups will include those MARPS and PLHIV, including HIV-positive pregnant women.

Cost-efficiency: The project will build central MOH capacity while also supporting efforts to decentralize resource decision-making and allocation, thus increasing resources, autonomy, and accountability at the service-delivery level.

Sustainability: The HIPA project will strengthen the Cambodian government's existing HMIS and integrate parallel information systems. It will also support the government's efforts at decentralization and provide it with the tools necessary for success.

Monitoring and evaluation: The HIPA Project will develop a monitoring plan upon award.

GHI Linkages: The project will strengthen host-country health systems, a GHI principle. In addition, it will improve the government's capacity to monitor and evaluate activities, increasing its ability to make data-based decisions-another GHI priority.
