Goals and Objectives: This implementing mechanism strengthens Ministry of Health (MOH) institutions that provide essential services for HIV, but whose mandate is broader than HIV. Objectives are to: improve blood safety through training and organizational support; promote integration of HIV and maternal child health services; and strengthen the capacity of MOH to implement and manage financial resources with transparency, good stewardship and accountability.

Geographic Coverage and target populations: Quality of health systems, especially in U.S. government priority areas, and capacity of MOH institutions in Cambodia will be improved.

Transition to partner governments/sustainability and Cost Efficiency: Integration of services between vertical MOH programs will lead to more efficient and sustainable health systems. Building capacity of managers and program directors will lead to more effective and efficient use of resources and less duplication.

Monitoring and evaluation: Progress on program activities and use of resources will be reviewed during quarterly meetings. Key stakeholders, including GF, will participate in quarterly meetings. MOH program supervisors will conduct joint site visits with CDC staff to review progress and identify problems.

The grantee began draw down of funds in November 2013 after systems of accountability and standard operating procedures were established to manage and administer this new and complex grant.
