Goals and Objectives: This implementing mechanism provides technical assistance to improve laboratory quality control and management systems and external quality assurance (EQA) for HIV testing. Specific objectives are to assist laboratories to become accredited under the national plan and provide technical support for the development and assessment of national EQA systems for HIV diagnostics.

Geographic Coverage and target populations: National laboratory polices will be strengthened and the 13 laboratories enrolled in SMLTA supported by this implementing mechanism.

Cost Efficiency: Costs for technical assistance are reduced through use of regional, south-to-south technical consultants.

Transition to partner governments/sustainability: Technical experts from the Thai-MOPH will provide technical assistance to Cambodian government laboratory staff responsible for laboratory quality assurance. Emphasis will be on developing capacity of local mentors and creating Cambodian technical experts.

Monitoring and evaluation: Progress on accreditation will be monitored by the Cambodian laboratory technical working group. Trip reports and recommendations made by the technical experts from the Thai-MOPH will be reviewed by CDC and shared with the technical working group. Joint site visits will be made by Thai-MOPH technical experts, NIPH staff, and CDC to monitor progress.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
