Since 2006, the Partnership in Supply Chain Management Project (SCMS) has been strengthening the supply chain of antiretroviral medicines and laboratory commodities in Botswana through technical support to the country’s Central Medical Stores (CMS), Drug Regulatory Unit and the National Drug Quality Control Laboratory. SCMS supported CMS management to develop and achieve ISO 9001:2008 Accreditation, and redesign the inventory control system and the purchasing system. Through strategic planning and provision of long and short-term technical assistance to the GoB the project has built capacity, designed standardized tools, and trained staff from MOH and other GoB entities to institutionalize new practices and management systems. SCMS has also developed monitoring and evaluation tools and a Performance Management Plan, and trained MOH staff to use the tools to ensure sustainability of system improvements. By developing and including a supply chain management curriculum for pre-service training in local institutions, SMCS strengthened in-country training structures, which will ensure a continuation of health workers with supply chain management skills beyond the life of the project. SCMS procurements have included laboratory equipment and supplies, HIV test kits, and safe male circumcision kits. A major achievement is the shift of responsibility for purchase and distribution of laboratory reagents and supplies to the MOH/CMS beginning in April 2014. This approach is in line with the Partnership Framework signed between the GoB and the USG in December 2010, to shift from providing emergency HIV and AIDS support, to focusing on developing sustainable systems for Botswana’s HIV/AIDS response.
