Dukwi is the only refugee camp in Botswana. It is situated 625 km north of Gaborone. GoB permitted HIV services to be provided through donor agencies, as the government does not provide free ART to non-citizens. In FY 2009, the USG committed to providing these services to the refugee population through the Botswana Red Cross Society (BRCS), the only non-governmental entity that has been allowed to provide health care in the camp. This is a new IM in its first year of implementation; previously, BRCS received PEPFAR funds for the same activities as a sub-partner for University Research Co. (URC). Initially services were outsourced from a private facility 130 km away from the camp; this arrangement was costly and not responsive to the increasing case load. Currently BRCS, in collaboration with MOH and UNHCR, is providing treatment, care and support, TB/HIV and prevention of mother to child transmission (PMTCT) to HIV infected refugees in the camp clinic, guided by the Botswana national treatment guidelines and current WHO recommendations. Consenting refugees who test HIV-positive receive relevant blood tests including CD4, full blood count and kidney function, and those that qualify clinically are eligible for ART. By the end of CY 2013, from 1st quarter report, there were about 3,500 refugees in the camp and 267 people receiving highly active ART. In FY 2014 PEPFAR will continue to fund health workers’ positions, capacity building and procurement of ARVs. Plans are underway to install an MOH electronic register, Patient Information Management System II (PIMSII) to support data management. BRCS will continue submitting quarterly reports to CDC Botswana. In FY 2014 BRCS will conduct a survey to evaluate ART services for refugees in Dukwi.
