The Health Finance and Governance Project (HF&G) is USAID’s flagship project in health system strengthening. Its purpose is to increase the use of priority health care services by partner countries’ populations through improved governance and financing systems in the health sector. REDACTED Under this Project, partner countries will increase domestic resources for health care, manage those resources more effectively, and increase the efficiency of purchasing decisions. The project promotes the use of economic analysis, institutionalizes health resource tracking, and provides important evidence for health system governance. Decisions that make use of economic analysis will result in more efficient resource allocation and program design. Improved governance of the Botswana health sector will occur through improved capacity in stewardship, increased quality engagement of civil society and private sector, and stronger systems of strategic planning and management. In Botswana HF&G will facilitate and support country-led, managed, and implemented responses, through the development of supportive analytical frameworks, implementation of targeted analyses, and synthesis of guidance for analysis to support health and HIV/AIDS policy dialogue. The project will support USG collaboration with WHO, UNAIDS, World Bank, EU and UNDP in the areas of health finance and governance, and support relevant, effective implementation research and evaluation.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
