Botswana Partnership Framework references the implementation of cost-effective and context-specific HIV Testing and Counseling programs aimed at increasing the proportion of Botswana who know their HIV status and to reduce the number of new HIV infections by 2016. In collaboration with GoB and other key stakeholders, Tebelopele VCT Centers (TVCT) work to expand access to and use of high quality, confidential VCT services and strengthen Provider-Initiated Testing and Counseling (PITC) services throughout Botswana. Integration of other interventions including VMMC referral, screening and referral for TB and GBV will be implemented. Following the development of a PEPFAR/B HTC strategy, TVCT will prioritize its services in priority health districts with the highest HIV prevalence and population with support being withdrawn from low volume and low yields sites. In addition, HTC services will be targeted to priority and key populations using outreach modalities most likely to increase the identification of new HIV diagnoses among those populations. Activities to ensure HIV positive persons are successfully linked to care and treatment, as well as documentation of linkage to care efforts will be prioritized. GoB provides the bulk of TVCT’s rapid HIV test kits and related testing supplies; however, to enhance sustainability beyond PEPFAR, TVCT will closely collaborate with GoB in other areas through the implementation of a new Memorandum of Agreement (MOA). Key elements of the MOA will include GoB’s commitment to supporting TVCT with additional resources, while TVCT will commit to strengthening the quality and reach of the PITC program through mentoring and support of lay counselors at public health facilities.To enhance use of program data, TVCT will launch redesigned syst
