The Association of Public Health Labs (APHL) has developed partnerships with leading health and international assistance agencies to work towards strengthening laboratory capacity and national laboratory networks. In Angola, APHL focuses on the implementation of quality management systems for labs in Luanda. In order to improve the quality of the clinical service sites, APHL will work in close collaboration with the MOH, AFENET and ASLM. APHL will maintain a data quality manager based in the Luanda reference laboratory to assist the MOH in the implementation of quality systems. APHL is being phased out of PEPFAR support FY 2015. Activities will be funded using pipeline funding.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
