Since 2002 the US DoD through CDU, has provided technical assistance to the Angola Military HIV prevention Program with special focus on training of health providers in HIV education, Counseling/Testing, HIV diagnosis, care and treatment. COP 14 funds will help to support HIV interventions in geographic areas of high priority for the Military in order to to contribute to the control of the epidemic. The SABERS survey to be conducted in 2014 will provide useful data to identify which military regions require special attention and which interventions must be designed, implemented and scaled up as well as risky behaviours to be addressed for high impact. Luanda, Bie, Benguela, Cunene, Kuando Kubango and the Lundas are at the moment areas of concern for the Angolan Military in terms of HIV Infection. With COP14 funds, the US DOD will continue to support key HIV interventions such as trainings of counselors, psychologists, nurses and physicians in HIV diagnosis, care and treatment with special emphasis on stigma and discrimination in selected military regions. In addition M&E activities including site monitoring and supervision visits will constitute another area of focus for improved quality of service.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
