The CEC-HIV/AIDS was launched on June 20th, 2006, in Luanda, as part of an initiative of the National Institute to Fight AIDS (INLS), Odebrecht, and the USAID. CEC is aimed at creating a participatory environment for all businesses that are interested in expanding and enriching HIV/AIDS programs. CEC channels private sector resources for HIV prevention. The proposed activity will support the GRA 2015 HIV acceleration plan and expand the membership of CEC-HIV/AIDS to play a catalytic role in implementing the government’s new HIV/AIDS acceleration plan in the first phase priority provinces. The GRA acceleration plan aims to treat 90% of HIV+ pregnant women and 90% percent of children, adolescents and adults who are eligible for anti-retroviral therapy (ART) treatment by 2015. Over five years, through this proposed PPP, the following would be achieved (i) Improve governance and institutional capacity; and (ii) Establish a central fund for sustainability of CEC HIV prevention programs.; and (iii) Pursue joint and individual activities that mobilize and strengthen the capacity of member companies, Government of Angola and Civil Society Organizations to design and deliver HIV prevention especially for PMTCT, HTC and people living with HIV policies, projects, protocols, tools and services. Key stakeholders will join forces on objectives such as integrating FP/HIV efforts, inclusion of men in RH and HIV prevention especially uptake of services, and reducing HIV transmission in infants (annually 37,000) and mobile populations moving between coastal provinces and remote rural areas. PEPFAR Angola is requesting $250K over five years to support this activity. Targets will be set after intervention design and a geographic scope identified.
