AFENET is a non-profit organization and networking alliance dedicated to helping Ministries of Health (MOHs) in Africa build strong, effective, sustainable programs and capacity to improve public health systems on the African continent. AFENET works with MOHs and other public health institutions to strengthen their countries epidemiology workforce through Field Epidemiology and Laboratory Training Programs (FELTPs), which are residency-based programs in applied epidemiology and laboratory practice.

The implementing goals and objectives of this CDC Angola program are: 1) Enhance communications and networking of public health practitioners and researchers in the country; 2) Enroll a minimal (3-4 students) third cohort of the field epidemiology and lab master’s degree students; 3) contribute to the strengthening of health systems to improve the public health; 4) Continue to work with partners to evaluate sites for capacity and readiness to function as a work-site field training center; 5) Continue training for supervisors and mentors; and, 6) Strengthen affiliations with international organizations, such as AFENET that provide Training in Epidemiology and Public Health Interventions Network.

AFENET/FELTP in Angola has been successful in building capacity as four of the students have been appointed to high level positions within the Ministry of Health. Positions include the National TB Coordinator, National Hospital Inspection Director, Director of Neglected Tropical Diseases and the National Emergency Team. PEPFAR is no longer directly supporting FELTP; however students will be supported to conduct HIV-related activities as part of their FELTP field experience.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
