AIDS has been shown to account for 25% of deaths in the community in Zambia so in In COP14, the Department of National Registration, Passport and Citizenship (NRPC) under the Ministry of Home Affairs, will collect and report national vital registration data document changes in HIV-related and other deaths in the context of treatment and prevention programs. The NRPC will investment in technology to digitize registration data capture and use and will also conduct a community-based mortality surveillance using sample vital registration with verbal autopsy (SAVVY) methods for data collection. With assistance from other stake holders, NRPC will dedicate resources towards capacity building for its staff to have the data analyzed and reported routinely. NRPC will also conduct a needs assessment to inform the program whats nneds to be done.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
