The goal of Baylor SNAPS is to contribute to MoH efforts to reduce the incidence of HIV infection and HIV/AIDS related morbidity and mortality among children and adults in Uganda. The project works in line with the principle of country ownership of the programs to strengthen systems for resource mobilization, sustainable planning, implementation, monitoring and evaluation. The program covers the districts of Kabarole, Kasese, Kyenjojo, Kyegegwa, Kamwenge, Bundibugyo, and Ntoroko. Kampala district through Mulago hospital’s center of excellence for pediatric care and treatment (COE); postnatal EID clinic and pediatric and adolescent HIV services technical assistance to the MoH.Each region has been subdivided into clusters of 2-3 districts and technical teams at that level to improve operations and to increase the mentor/mentee contact time and rapport. Most of the processes at the COE in Mulago Hospital and the health facilities that have electricity to run computers have been partially automated through Open MRS to improve on efficiency and accuracy of reporting. Foundation. Through a Health Systems Strengthening (HSS) approach, the project supports target districts to provide and improve utilization of quality comprehensive HIV/AIDS services. At district level, the project has worked very closely with the district local leadership to advocate for increased GOU funding for HIV/AIDS services in their district, and hiring IP- paid staff that are later absorbed by the district and paid for by GOU. The M&E plan for the project aims to strengthen capacity of supported districts, implementing health facilities and other community partners to collect, utilize and report data on HIV/AIDS services through the approved GOU reporting structures.
