In support of the HIV Impact Assessments, CDC awarded a 5 year cooperative agreement (CoAg) on September 30, 2014 to the International Center for AIDS Care and Treatment Programs (ICAP) at Columbia University. The purpose of this CoAg is to facilitate the implementation of standardized, household-based national surveys in the general population (referred to as HIV Impact Assessments) to measure HIV-relevant services uptake and health outcomes (e.g., HIV prevalence, incidence, viral load and CD4 count) and to monitor and inform policy and programming. Additional objectives include strengthening host country capacity to conduct such surveys.

ICAP will engage a consortium of partners including the University of California San Francisco’s Global Health Sciences (UCSF), ICF International (ICF), Westat, and the African Society for Laboratory Medicine (ASLM) to conduct this work.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
