The MOHSW is a government partner funded to support its mandate to strengthen the national health system. Activities support national HIV and health strategies, the PEPFAR Blueprint and PF Goals 2, 5 and 6. Priority objectives include: 1) strengthening of IPC-IS practices and government ownership at all levels of the health system; 2) enabling coordination and sustainable transition of partner supported M&E systems and activities to the MOHSW ownership and management; 3) enhance the MOHSW technical and policy leadership to deliver a comprehensive package of services for HIV prevention and care among PWID and PWUD; 4) develop and implement a roadmap for a task-sharing policy; 5) support the use of human resources (HR)-related data to inform evidence based decision making; 6) develop critical skills in epidemiology, biostatistics and leadership to facilitate evidence-based decision making at national, regional, and district levels; 7) enable system integration to support e-health planning for HR-related systems; 8) support QI coordination by strengthening the new National Quality Improvement Directorate to promote harmonization of QI approaches and country ownership for sustainability. The MOHSW participated in CDC FY 2013 site monitoring visits to ensure quality and identify areas of service provision needing improvement. Given its role as a national-level coordination and TA partner, MOHSW under this mechanism are not measured with FY 2013 EA direct service provider unit expenditures.
