Management and Development for Health-Lab (MDH-Lab) supports MOHSW in laboratory external quality assurance (EQA) and proficiency testing (PT) activities. This local NGO assists laboratories to produce reliable results by learning about weaknesses from EQA and PT activities. They work with NHL-QATC and AFENET to distribute PT materials, analyze results, and provide feedback in all 25 mainland Tanzania regions. They provide technical, logistical, and administrative support to the NHL-QATC on the establishment and implementation of an efficient distribution system of PT materials for core HIV tests, the development and implementation of a system for result collection and analysis, timely production of EQA performance reports to all testing facilities, assistance in the establishment of an efficient national sample referral system for laboratory specimens in Tanzania, and capacity building of health workers through training to participating facilities on all PT tools. With previous COP funds, MDH-Lab supported the production, distribution, analysis, and performance results of EQA/PT panels for HIV rapid testing at 707 testing facilities, contributing to the total of 1600 sites enrolled in the EQA program aligned with PEPFAR and GOT priorities. MDH-Lab piloted the use of private/public transport to ferry specimen from lower-level facilities to district laboratories in three districts. This partner will also support forensic laboratory activities. For monitoring and evaluation, MDH-Lab will report on their performance status on laboratory quality indicators through quarterly reports and SAPR/APR. MDH-Lab activities are not measured with FY 2013 EA DSP UEs; however, expenditures reported were in line with programmatic priorities and approved budgets.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds.
