CARE supports implementation and expansion of high quality HIV prevention, care and treatment services in Kisii County of Western Kenya.

CARE’s project goals include increasing the quality, access and utilization of HIV prevention, care and treatment services at community and facility levels; and strengthening the capacity of indigenous organizations and the MOH to facilitate local ownership and sustainability in line with the national strategic plans and GHI principles. In addition, CARE aims at supporting the government in meeting the Millenium Development Goals 4, 5 and 6.

In support of one M&E system, the program supports the National M&E system by deploying health record information officers and data clerks, building health workers capacity on documentation and reporting, supporting roll out of MOH District Health Information System, scale-up of electronic medical records in facilities to allow for efficient reporting both to PEPFAR and MOH, and supporting patient outcome analysis to inform program improvement.

Strategies to reduce cost will include: support for government-led programs to avoid duplication, engagement of county governments to prioritize and allocate funds for HIV programming, use of roving clinicians in the decentralization of HIV services, decentralization of trainings to the districts and health facilities, and use of the e-learning platform to conduct continuous professional development and support for an integrated district mentorship program in order to build the capacity of district teams. CARE through sub-awards to the county/sub-county health management teams supports HIV services implementation, ensuring MOH ownership, leadership and sustainability.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
