S2S is a 4-year project to promote HIV technical cooperation between the Governments of India, United States and select African countries and is expected to be awarded in June 2012. The primary goal of the project is to promote Indo-US-Africa HIV technical cooperation and strengthen Indian institutions’ capacities to provide technical assistance on HIV programs to African countries. The project will also build country leadership and commitment and support the transformative change of Government of India, Indian institutions and experts as providers of South-to-South technical assistance for HIV.

The project will target policy makers, program managers and community representatives from India and African countries. Five African countries are considered (Tanzania, Ethiopia, Kenya, South Africa, Nigeria) with final selection made in consultation with Government of India, USAID, CDC and the African Missions. S2S will support cost efficient approaches including: a) engaging local partners and building their capacities to provide technical assistance; b) partnering with development partners; c) leveraging private sector support; and d) mobilizing host country resources for technical cooperation.

One of the key strategies will be to build capacities of local African institutions that will continue to support the activities in the host countries. In addition, this project will institutionalize a platform for trilateral cooperation, which will support sustainability of the approach and its application in other areas of health systems strengthening and in other regions. Project monitoring is planned through a combination of review of performance reports and periodic field visits. Baselines will be established in year 1, with mid and end-term evaluations planned in years 2-4.
