VAST grants to PCVs are focused on Community Prevention and to the Care and support of those affected by HIV/AIDS in the Amhara, Oromiya, Tigray and Southern Nations regions.

PC Volunteers work with communities to design and implement context-appropriate prevention interventions addressing the keys drivers of the epidemic, including sexual and behavioral risk, vertical transmission from mother to child and harmful gender/cultural norms. PC Volunteers promote behavior change through use of evidence-based programs. Peace Corps Volunteers also work on reduction of Stigma and Discrimination.

PC Volunteers aid community members and organizations in designing and implementing care programs for PLHA, OVCs and their caretakers.

Due to the updated OGAC COP Guidance, Peace Corps is including this IM for the first time even though similar activities have been implemented and tracked in prior years; so, this is why there is a pipeline and burn rate for a new mechanism - to accurately capture the historical data.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
