With funding support from the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the International Rescue Committee’s (IRC’s) goal is to contribute to the decrease in the incidence of HIV infection through targeted prevention activities, and to strengthen access to care and support for people infected and affected by HIV/AIDS in refugee camps and surrounding host communities. In COP 14, IRC’s PEPFAR interventions in Ethiopia for OVC will target six refugee camps (Pugnido, Adi Harush, Shimelba, My’Ayni, Sheder, and Aw Barre) which have an approximate t population of 44,000.The IRC plans to implement, in coordination with Ethiopia’s Administration for Refugee and Returnee Affairs (ARRA), an extensive holistic strategy in each camp addressing HIV prevention messaging, referrals to health care services, care and support to HIV positive adults and orphans and vulnerable children (OVC), including sexual and gender-based violence (SGBV) survivors. The IRC will create a protective and safe environment for OVC, including unaccompanied minors (UAMs), who are at heightened risks of contracting HIV/AIDS due to limited care and protection.UAMs and OVC in the targeted camps are exposed to different forms of abuse and exploitation, with added burden of caring for themselves without adult supervision that further increases their exposure to risks. OVC girls are forced to work in bars and restaurants to support themselves and are at higher risk for sexual abuse and exploitation and thereby contracting HIV. IRC activities will carry out HIV prevention and care and support activities in these camps.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
