In FY 14 as part of strengthening the institutional capacity of BDF to plan and deliver effective and sustainable HIV and AIDS programs, PCI will assist the BDF to review the current BDF HIV and AIDS policy. The review process will include the following but not limited to; methodology selection, and facilitation of the entire process. A technical team consisting of PCI, PSI, DHAPP and BDF will be established to plan, guide, and facilitate the review process. Sample policies and other relevant national & international materials especially from other militaries will be compiled to form the review process. The technical team will identify key policy issues from various documents which will be used to develop a revised policy outline or zero draft aligned to the Botswana National HIV and AIDS policy. The revision of the BDF HIV and AIDS Policy document is a stand-alone activity, and once the process is complete, the BDF will not need to have it reviewed again in the near future. PCI has developed a detailed plan with time frame and deliverables which we will use to monitor the progress of the entire project until we realize the outcome document. PCI will be completing the work on HIV and AIDS Policy by FY15Q1. DOD expects expenditure to end for this IM at this time, using pipeline to complete the project in addition to COP 14 funds.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
