John Snow Inc. implements the USAID|DELIVER Project Task Order 4, aims to strengthen essential health commodity supply chains by strengthening logistics management information systems, streamlining distribution systems, identifying financial resources for procurement and supply chain operation, and enhancing forecasting and procurement planning. The project seeks to strengthen supply systems for all essential health commodities, including drugs, diagnostics, supplies, and to create conducive environments to supply chain sustainability. In addition, the project aims to support the strengthening and harmonization of health management information systems in accordance with the GHI strategy and UNAIDS three ones’ principles.

The project has developed an electronic Logistics Management Information System (eLMIS) to support MOHSW to improve the collection, management, and use of logistics data for decision-making. The eLMIS will facilitate tracking patients on treatment, as patient- level data can easily be shared among facilities. The long-term plan is to align all PEPFAR/T-supported information systems, many of which straddle multiple ministries, to a harmonized vision for health and health-related information systems’ enterprise architecture. This will include the establishment of an information exchange platform for information sharing (interoperability) among other information systems such as the Human Capital Management Information System, Local Government Human Resource Information System (LGHRIS), Financial Accounting Information system (Epicor), and electronic Logistics Management Information Systems (eLMIS). Evidence shows that systems interoperability will result in greater health workforce efficiency, lowering cost and improving quality of care.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
