HIV and AIDS is a strategic risk to the SA military human resources and therefore to mission readiness and operational capability. The US DOD, the DOD HIV Prevention Program (DHAPP) and PEPFAR supports the South African National Defense Force’s Masibambisane HIV/AIDS Program. REDACTED The SA DOD is a government department and aligns with the NDOH's NSP goals and targets. The HIV and AIDS programs are implemented to a large extent by military personnel. The IM provides technical support including training of health workers, procurement of commodities, review of training materials and quality assuarance activities.

Areas of particular focus in FY14 and FY15 include :

Improving quality of health services through

-Revitalization of health infrastructure including the upgrading of clinics and pharmacies

-Increasing access to prevention, HTC, treatment and care services in including provision of mobile services at deployment areas

- Continue advocacy efforts for the military to conduct a sero-prevalence survey to strategically inform future programming

- Provide Voluntary MMC as part of overall prevention program accessible to all male military members - focus on new recruits

The outlay rate during FY 14/15 is projected to be higher than FY 13 as a result of construction work that is scheduled for this period.
