The comprehensive prevention program goal of SCI is to decrease new HIV infections in selected areas of Northern Cape(in Frances Baard SCI will continue to run the Families Matter program), Gauteng and Mpumalanga.

The key objectives include: decrease new HIV infections in 3 high prevalence districts (Ekurhuleni, Tshwane and Nkangla) by 2016 by:

1. Building community and health provider competence to address the key drivers of the epidemic; creating demand in communities and increase uptake into prevention services

2. Strengthening community action to address key drivers, building partnerships with government and partners to ensure sustainable delivery of prevention services

3. Change unsafe sexual behaviors including decreasing multiple partners; decrease HIV and TB transmission between sero-discordant couples; create an enabling environment for social change through dialogues, discussion, mass media and events that will shift norms and enable communities to tackle HIV prevention issues at a local level.

SCI will pilot social clubs for young women in 3 districts, to create a supportive environment for safer sexual behavior, and increase social support for health seeking behaviors. The pilot will be implemented in 10 informal settlements and evaluated in 1 year. SCI will train health workers to understand and implement the NSP. The Heartbeat magazine will improve the communication and help motivate them.

Creating demand for services will be accomplished through a campaign that includes mass media, local materials,120 community dialogues and local events. Every 3 years a national communication survey is conducted and SCI participates enabling evaluation of the work we do with an excellent sample. FY2014 will begin the process of the NCS to be implemented in FY20

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
