On January 7, 2013, CDC’s Office for State, Tribal, Local and Territorial Support (OSTLTS) announced a five-year funding opportunity for national, nonprofit organizations to implement activities to strengthen components of the public health system, such as workforce competencies, data collection processes, and partnerships to promote the effective use of public health resources. This program exemplifies OSTLTS’ commitment to advancing US public health agency and system performance, capacity, agility, and resilience. The purpose of this program is to ensure the provision of capacity building assistance (CBA) for governmental and nongovernmental components of the public health system to optimize the quality and performance of public health systems, the public health workforce, public health data and information systems, public health practice and services, public health partnerships, and public health resources.

Organizations will serve as CBA providers, working toward sustaining and improving the performance of the public health system, with a priority on state, tribal, local, and territorial (STLT) health departments. CBA refers to methods for imparting knowledge, developing skills, and creating institutional systems and capacity. These methods may include training, technical consultation and services, information packaging and dissemination, and technology transfer activities.

These organizations will be asked to provide assistance in: 1) improving public health and organizational systems; 2) building the competencies of the public health workforce; 3) improving public health data and information systems; 4) strengthening public health practice and services; 5) developing and maintaining public health partnerships; and 6) improving the provision of public health

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds.
